Key Purpose

The Civil Technician is to carry out the installation, modification and repair of building fabric and structures including wall, floor and ceilings. To ensure compliance with all statutory requirements and quality of workmanship whilst adhering to safe working practices at all times. Be willing to multi-task, work on systems and provide support across all disciplines, as requested by Team Leader or line management.

Key accountabilities

Reporting to the Team Leader, key responsibilities will include:

Carry out the installation, repair and modification of building fabric and structures including walls, floors, ceilings, partitioning, pressure pointing and general structural repairs and finishes etc.
Work alone or in a team with minimal supervision to undertake new installation, project and repair works for reconfiguration of space, or similar.
Monitor, rectify and/or repair building fabric systems and services and maintain and update records on a daily basis.
Participate in overtime, shift work and/or out of hours working as governed by the necessity to deliver against project timescales.
Carry out installation works as directed by the Team Leader and adhere to Risk Assessments, Method Statements and/or Standard Operating Procedures.
Conform to all necessary internal and/or external approvals before, during and after installation including Permit to Work procedures.

AECOM is seeking an experienced Materials Inspector for a major Roads and Infrastructure and bridges projects located in Dubai. The role involves both inspection and the supervision of Roads and Infrastructure works of the project and to ensure that the activities are being executed in accordance with the project specification.

Job Details:
Inspect site conditions prior to start of construction activities. Verify the compatibility of the site with the designed permanent works.

Check for obstructions. Photograph and document the condition of existing property that might be damaged by the work. Make sure all existing structures, property, utilities and landscaping are properly protected.

Review materials delivered to site for conformance with approved samples, materials and equipment and report findings to RE.

Check that materials delivered to site are properly stored and report discrepancies to the RE.

Inspect the construction of temporary and permanent works to ensure compliance with the Contract Documents and approved shop drawings and submittals.

Prepare daily logs and reports. Maintain records of inspections made, tests performed, work executed, etc perform all work in accordance with the Contract Administration Procedures Manual.

Observe site safety practices and the progress of the work. Report any concerns to the RE.

Assists with the inspection of completed works. Help prepare punch lists. Monitor the start-up, testing, commissioning and handover of the works.

Review RFIs received from Contractor (s) and make recommendations on resolution.

Review any requests for variance received from Contractors and provide comments as to entitlement and recommendations on resolution.

Able to read working drawings and related specifications; be able to enforce these specifications and produce relevant reports.

Identify specific problems that have occurred, and the proposed solutions by the Contractors, as appropriate.
Provide claims analysis support, including dispute resolution.
Participate in contract close-out activities.
Coordinate with all concerned parties on all construction (and design) issues.
Chair the progress meetings with the Contractor and report on issues, as necessary.
Report issues, status and progress of works on site.
Monitor the Contractor’s performance.
Monitor concerned authorities (agencies) approvals.
Monitor and report on deficiencies related to planned resources.
Review Contractor’s progress reports.
Assess progress on site and prepare reports to be submitted to the Client.
Coordinate (as necessary) all utility matters between contractors and all concerned Agencies.
Set and monitor duration of submittal review and approval of shop drawings, material submittals, etc.
Monitor and manage the as built records.
Provide final approval to Works and arrange handover and manage the contract close out activities.
Ensure safety goals are achieved on the project.
Fully accountable and responsible for ensuring the Project Safety Plan (PSP) is in place and functioning from the beginning of the project; participates in PSP development. Ensures that all Parsons Project based employees work safely and in accordance with the PSP.
Maintain a daily dairy by him, all Resident Engineers and daily reports by all inspectors.
Check and verify the information in the Contractor’s daily report including all the resources (labour, equipment and materials).
Maintain awareness of contracts financial status.
Qualification/Experience/Competencies

Bachelor of Science degree in Civil Engineering from an internationally recognized accredited University.
Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations.
Minimum twenty (20) years post graduate experience in design, site supervision, and construction management of major road & utility projects of complex nature.
Large infrastructure project experience is preferred.
Proven ability to perform independently and work in a large multi-discipline team.
Must be very organized and have effective problem solving, leadership and negotiation skills.
Qualified professional who can manage and coordinate specialized activity, discipline or team of moderate size and complexity.
Leads in the formulation of advanced technical concepts.
Provides specialist services in support of project requirements.
Independently performs highly complex professional assignments demanding contributions calling for the application of specialized principles.
Proven ability to perform in a middle management capacity.

We have a requirement for a Practice Lead Highways & Utilities to be appointed to lead the team in Abu Dhabi. This role plays a key part in the overall practice team, shaping our overall technical competency and direction of the established highway and utilities teams.

The Practice Lead Highways & Utilities (PLHU) will work with the Deliver Work Director and the Market Directors using their business plans to develop a highways team resource plan which includes GDC resource. The PLHU will also maintain staff development and training plans for the team. Develop the new skills and capabilities in the practice to address the new sectors and services such as Intelligent Mobility. The PL will undertake the above activity whilst ensuring target utilisation and productivity is met within the practice.

Principle Requirements

Experience in management or leadership role, preferably in the same sectors or alternatively in comparable areas of technical and professional delivery.
Lead a practice recognised for technical excellence and demonstrate ability to flexibly respond to business needs
Proven track record of successful delivery of major infrastructure projects from concept to detailed design and completion of construction
Strong collaborative behaviours to interface with clients, other members of the D&E team, GDC and other suppliers.
Whilst experience and knowledge of the Middle East market and in particular the highways and utilities sectors is a distinct advantage, it is not an absolute requirement for the role.

Job Summary
AECOM serves as the Project Manager and Cost Manager on the project. The project is an aerospace facility located in Al Ain, United Arab Emirates and involves the construction of 28 technically complex buildings, with a built-up area of over 1.5 million square feet. When completed will be the largest aircraft maintenance, repair and overhaul center in the world. The project is currently on track to achieve an Estidama 3 pearl rating for its Head Quarters Building and 2 pearl rating for all other buildings.

The project requires a Technical Manager with a strong and well-rounded MEP background to support the team in managing the completion of construction and testing / commissioning activities, obtaining final Authority approvals and closing out the project.

Job Duties

The Technical Manager will report directly to the Project Director and will be responsible for the following:

Acting as the focal point on the project for all technical issues;

Managing and overseeing multiple 3rd party consultants (design, supervision, technical advisory, environmental and commissioning) assigned to the project;

Liaising with the client’s technical team and coordinating all technical issues with the contractor and consultants;

Monitoring, coordinating and tracking testing & commissioning activities, resolution of non-compliance issues, snagging / de-snagging, design reviews, material submittals, shop drawing reviews and close-out issues (i.e. As-builts, O&Ms, client training and warranties);

Supporting the commercial team’s assessments (including costings) for commercial matters / claims related to technical matters and flagging any issues which are considered deviations to the Employer’s Requirements;

Monitoring and coordinating the works to ensure compliance with authority approvals and to obtain any necessary permits for taking over and occupancy (e.g. Civil Defense, Building Completion Certificate, Estidama and Uptime Certification of data center)

Specific Skills Required

Capable of providing quick rough order time / cost / technical assessments for MEP related works

Experience on fast-track projects or demanding works environments

Must be willing to spend a substantial amount of time in the field (not a desk job)

Strong English language verbal and written communication skills

Ability to explain and present technically complex issues and their solutions in a simplified manner to executive / board level stakeholders
