Key purpose
 
The Civil Engineer will oversee the planning and scheduling of all resources required to deliver the service. This will include parts, labour and the input of the specialist service delivery partners to ensure that the daily work orders are completed in a timely manner.

They shall ensure that the workforce are undertaking works safely and are complying with appropriate risk assessments, method statements and permits to work.

In addition he will provide managerial, technical, and engineering expertise in all functionality of the building fabric and FF&E, leading and guiding teams in carrying out the operation and maintenance within the property.

He will ensure all personnel receive department briefings and induction activities surrounding work safety and ensure messages are understood by all concerned parties to ensure that safety standards and procedures are in place.

Job Summary
AECOM are looking for a Planning Engineer to undertake the tasks of planning and scheduling of all relevant works as defined by the client throughout the contract period. The Planning Engineer will be responsible to determine the timeframe of each of the work orders and prepare the pre-construction stage schedule for all the technical reports to be submitted to the client for approval.

Job Duties:
Review and comment on work programmes prepared by the contractor and report findings to the Resident Engineer.

Review and comment on other planning/progress related reports submitted by contractors with the consent of the RE.

Work with and assist the Resident Engineer in highlighting and effectively communicating any shortfall of the programme to the Client PM.

Monitor work programmes and status, ensuring progress reported is a true reflection of work achieved, and report areas of concern or particular progress to the RE.

Attend any relevant planning meetings with project managers and contractor.

Scrutinise in detail the contractor work programme in relation to logics, critical paths, floats and lags and make any necessary comments to the RE.

Work closely with contractor’s planning team to ensure that work programmes are in accordance with contractual requirements.

To ensure that the contractor’s schedule is prepared using the specified timeframe as indicted in the work order approved by the client.

To ensure that the Contractor’s CPM plan shall be drawn to a level of details sufficient to show clearly all salient features of the work order and the sequence of activities are clearly demonstrated.

To ensure that the Contractor’s schedule of the work order is submitted along with the salient information such as concise written description of the construction plan, cost and the required resources.

To assist the Resident Engineer in determining the Extension of Time claims by the Contractor.

To assist the Resident Engineer in the preparation of Bi Weekly and Monthly Progress Reports

To ensure the quality of the works during the construction stage by regular site visits and ensure compliance with drawings and specifications.

1.The concept / theme is a streets and square concept, with an outdoor ambience incorporated within an indoor conditioned environment. Aesthetically designed keeping the family shopper in mind, the retail offerings of the mall have been categorized into 3 distinct districts. The project will feature 2 million square feet of leasable space spread over ground and first floor levels, comprising c.650 retail and F&B outlets, three major family entertainment centres, a 20-screen Cineplex, a hypermarket, and outdoor events area.

2.The mall will deliver modern ”industrial chic” architecture and interior design and will provide over 50 F&B offerings across two levels with external terraces to maximise the integration with the adjoining Expo Plaza Park, an urban green park of multi-recreational and sports usage. Key entertainment offerings include a 9 screen cinema and large family entertainment centre located at opposite ends of the linear mall positioned to draw custom down the main mall concourse spine of approximately 300m in length. The mall will consist of c. 180 units.

Tenancy Coordination & Delivery/Project Management Services:

The scope of services to be performed by the Service Provider shall include as a minimum:

a) Ensure all works pertaining to the retail unit fit out and handover of the trading units to The Dubai Mall Operational Team are completed on time and to the required standards.
b) Ensure nominated unit is ready for handover prior to tenant commencement.
c) Management of all pre-handover contractor briefing, meetings and minutes of the same
d) Ensure all tenancy fit outs are in-line with the approved drawings and project standards
e) Carry out daily on-site inspections and fit out progress monitoring reporting

The candidates will fulfill the role of technical advisor and project manager to lead FM advisory services in respect of facilities management and asset operations solutions across the complete asset life cycle from project conception, through financial close to construction and operational monitoring. The candidates will also deliver new project opportunities with current and prospective customers and assist in the development of new specialist services.

Key Responsibilities/Duties:
Leading on FM advisory services in respect of facilities management and asset operations solutions across the complete project life cycle from project conception, through financial close to construction and operational monitoring, to include
Provision of FM strategic advice and service reviews
Production of estates strategies and rationalization programmes
Procurement and outsourcing advice
Benchmarking and market testing
Production of service requirements / specifications, payment mechanisms and appraisal of contractor’s proposals / method statements
Contract management, performance monitoring, and due diligence appraisals and reports
Production of operational performance reports
Draft, compile, review, edit and finalise reports or assessments to a high standard
Carry out business development related activities to identify opportunities/prospects to allow us to prepare/position the team to produce winning proposals
Create and develop client relationships to provide good prospects and repeat business
Preparation of Expression of interest (EOI’s), Pre-qualification questionnaires (PQQ’s) and tender proposals
Production of presentations and participation in tender interviews
Ensure all project commercial matters are addressed through contract agreement with the client
Management and control of quality, environmental and safety related aspects of projects
Management and monitoring of budget and financial performance of projects; and
The ability to travel to client locations throughout the Middle East involving occasional overnight accommodation
Candidate Specification
Essential Candidate Requirements:
Bachelor’s or Master’s Degree (or equivalent) and membership of a related professional body
Well organised, with strong planning and management skills
A range of report writing, and visual and verbal presentation techniques
Willingness and patience to provide high levels of personal support to clients
An excellent communicator with clients in a professional, concise and engaging manner
Ability to work well collaboratively, both internally and with external partners and sub-contractors
Willingness to mentor, manage and develop the skills of other advisors more junior to them
Knowledge of the FM market and track record of winning/delivering successful projects
Understanding of GCC procurement rules and processes
Proven ability in networking across markets and developing new client opportunities and relationships
Knowledge of PFI/PPP procurement, in particular DBFO agreements
Understanding of FM service standards, in particular with reference to Hard and Soft services provided within Health & Education sectors
Experience of producing FM specifications
Experience of producing / calibrating payment mechanisms and preparing termination thresholds
Knowledge of service benchmarking and KPI’s
Knowledge of helpdesk operation and contract management
Experience of evaluating bidders proposals and preparing method statements for inclusion within agreements

Fluent in written and spoken English.
