AECOM is currently seeking to hire SQS / Contracts Manager to be based at Dubai.
Reporting to the Senior Contract Manager, this role will be responsible to support contract pre and post contract procurement and contract management activities.
The SQS / Contracts Manager is responsible for negotiating the terms and conditions of contracts and ensuring compliance with the terms and conditions during the Contract administration phase, as well as documenting and agreeing on any changes or amendments that may arise during the Contract period.
The SQS / Contracts Manager provides guidance and assistance to Project Managers on all contract matters.
Budget, procurement and commercial management of contracts pre, during and post Contract
Work with Designers, service streams and Contractors to manage and control contract scope and cost within budget
Support procurement and the production of pricing schedules for tendering, working closely with Employers Procurement Commercial Managers
Coordinate and / or prepare documentation for tendering and review prior to issue. Tender evaluation, reporting and recommendations
Monitor and record that insurances, bonds, warranties and guarantees are in place.
Manage day to day commercial activities of contracts during their post contract phase including agreement of scope change, valuation of works completed, cash flow forecasts and actuals and recommend final accounts on completion
Regular financial reporting of contract costs versus budget, liaising with the Finance team and identifying cost impacts of design scope changes, anticipated changes and design / delivery risks
Supporting the Senior Commercial Manager to coordinate the timely commercial delivery to ensure the success of the project
Liaise with Finance to receive all relevant cost date for incorporation into the Programme Cost Report
Deliver additional tasks that may be delegated or assigned from time to time
Ensure compliance to Policies, Procedures and Regulations as applicable to ensure all legal and regulatory requirements are met, and report on deviation
Prepares correspondence and maintains records necessary to ensure the effective administration of all Contractual matters.
Administration, review and settlement of claims, resolution of disputes and contract change negotiations.
Assists the Project Manager in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor.
Makes amendments to contractual documents as required.
Provides contractual advice in the evaluation of Interim and Final Payment Certificates
Provides direct liaison with the Client project team
Specific Skills Required:
Excellent knowledge of FIDIC Forms of Contract.
Effective (English) oral and written communication skills are required and the Contracts Manager must be able to effectively communicate with all members of the project team, and be client and contractor facing.
Conversant with regulatory, legislative and industrial changes to review if changes are needed to contracts.
Must be able to operate under a degree of autonomy.
Must be able to directly negotiate Contractual matters with the Contractors, for the Senior Contracts Managers final approval.
Proven track record in the construction industry.

Minimum 8 years of experience in the engineering and construction industry is required, with good knowledge of Commercial & contract management, administration, budget and cost control, variation and claims management, and the determination of final accounts.
Experience working in the Middle East is preferred.
RICS / MRICS preferred
Bachelor’s Degree in Engineering, Quantity Surveying, Law or similar.
